GCC Establishes Compliance Department to Strengthen Risk Protection for Chinese Enterprises Expanding Overseas

GCC officially launched its Compliance Department to help Chinese enterprises strengthen international compliance, reduce overseas operational risks, and build sustainable global expansion strategies through professional support, risk management, and resource coordination.

Global City Connect (GCC) has officially established its Compliance Department to help Chinese enterprises strengthen risk management and regulatory preparedness as they expand into international markets.

The new department was launched with support from Zhongshui Law Firm and in cooperation with the WideUnion Partners professional team, which is also leading the development of GCC’s Overseas Enterprise Database — a new system designed to provide more structured and practical support for Chinese companies going global.

Rising Global Compliance Challenges

In recent months, GCC has held extensive discussions with Chinese enterprises actively expanding overseas and identified a common challenge: while many companies are moving quickly into international markets, their compliance systems are often unable to keep pace.

As global regulations continue tightening, companies face growing pressure related to:

  • Data protection and cross-border data transfer

  • Labor and employment regulations

  • Tax and financial compliance

  • Product certification requirements

  • Cross-border capital supervision

  • Local operational regulations

The European Union’s General Data Protection Regulation (GDPR), together with increasingly strict international standards in taxation, certification, labor management, and financial transparency, has significantly raised the barriers for international business operations.

According to GCC, many enterprises have already encountered serious difficulties due to inadequate compliance planning, unclear legal structures, or insufficient understanding of local regulatory environments.

Building a “Compliance Roadmap” for Chinese Enterprises

GCC noted that many enterprises do not necessarily lack information, but rather lack a clear and practical “compliance roadmap” — understanding what must be done, when action is required, and what level of preparation is necessary to operate safely and sustainably overseas.

To address these challenges, GCC’s Compliance Department will focus on three core functions:

Risk Prevention and Early Warning

The department will continuously monitor compliance risks across major countries and industries, helping enterprises identify potential problems before entering overseas markets.

GCC also plans to develop rapid self-assessment tools and enterprise “compliance health check” systems to help companies evaluate their own risk exposure and operational readiness.

Full-Cycle Operational Support

The department will provide support for:

  • Capital expansion overseas

  • Manufacturing and production localization

  • Product export and certification

  • Corporate structure planning

  • International business consulting

  • Cross-border operational strategies

The goal is to create integrated support systems covering the full process of international expansion.

Emergency Response and Local Coordination

If enterprises encounter unexpected regulatory or operational challenges overseas, GCC aims to rapidly connect companies with local professional resources and relevant regulatory channels to help reduce operational and financial risks.

Launch of Overseas Enterprise Database

Alongside the Compliance Department, GCC has also launched its Overseas Enterprise Database initiative.

The database will systematically organize enterprise information, compliance conditions, operational status, and potential risk factors. GCC believes this system will not only help enterprises better understand their own overseas readiness, but also provide stronger foundations for future business matchmaking, government cooperation, and investment evaluation.

The database will initially remain open free of charge to enterprises planning international expansion or already operating overseas.
