Global City Connect — Institutional Framework

Institutional Nature

GCC is an international cooperation mechanism designed to facilitate practical collaboration between cities, enterprises, and international partners. GCC functions as a coordination and implementation platform. It does not replace governments, international organizations, or commercial entities. Instead, it enables them to work together through structured working processes and project-based cooperation.

GCC focuses on translating dialogue into implementation by connecting city development needs with suitable partners and supporting pilot projects.

Organizational Structure

Advisory Council

The Advisory Council consists of distinguished international figures, including former senior United Nations officials, former heads of government, senior diplomats, and recognized industry leaders.

Role of the Advisory Council:

  • Provide strategic guidance

  • Offer international perspective and credibility

  • Support outreach to international partners

  • Facilitate high-level dialogue

The Advisory Council does not participate in commercial decision-making or operational management.

Secretariat

The Secretariat serves as the coordinating body of GCC and manages daily operations.

Functions of the Secretariat:

  • Organize working meetings and delegations

  • Coordinate communication among cities, enterprises, and partners

  • Support project preparation and follow-up

  • Maintain the GCC network and activities

  • Facilitate cooperation programs

The Secretariat acts as a neutral platform facilitator rather than a contracting party unless separately agreed.

Working Groups

For specific cooperation areas, GCC establishes thematic working groups composed of participating cities, enterprises, and technical partners.

Working Groups may include:

  • Sustainable urban development

  • Digital infrastructure

  • Green energy and environment

  • Cultural and people-to-people exchange

  • Investment and industrial cooperation

Working groups operate on a voluntary participation basis and are organized around concrete project opportunities.

Participation Framework

Cities

Cities participate in GCC by identifying development priorities and proposing areas for cooperation. GCC assists cities in partner matching, organizing working meetings, exploring pilot projects, and expanding successful cooperation to other regions.

Cities remain fully independent in policy and decision-making.

Enterprises

Enterprises participate in GCC to explore real municipal application scenarios and international markets. GCC supports enterprises by connecting with city stakeholders, arranging project discussions, facilitating pilot cooperation, and providing exposure to international partners.

All commercial agreements are concluded directly between the participating parties.

International Partners

International organizations, institutions, and professional bodies may participate as knowledge partners, supporters, or co-organizers of activities. Their participation may include policy dialogue, technical expertise, joint initiatives, and knowledge sharing.

Cooperation Mechanism

GCC operates as a two-sided cooperation mechanism connecting cities and enterprises through a structured working process. The platform supports both municipal development needs and enterprise internationalization pathways.

For Cities

Legal and Financial Principles

GCC itself does not act as an investment fund, financial intermediary, or government authority.

  • GCC does not impose binding obligations on participants

  • Participation is voluntary

  • Commercial contracts are signed directly by the parties involved

  • Financial arrangements are negotiated independently among partners

GCC’s role is facilitation, coordination, and support of cooperation.

Transparency and Neutrality

GCC operates on the principles of neutrality, inclusiveness, and practical cooperation. Participation in GCC does not imply political alignment or endorsement by any government.
